Why is it that a school as big as UNN has a carrying capacity of just about 6000. What happens to those other several thousand candidates that made UNN their 1st or 2nd choice if the school has only 6000 admission spaces?

I think the Nigerian govt. should be in a better position to answer that question because NUC gives carrying capacity to each university based on their infrastructure, personnel, etc.
